DBE Program

Disadvantaged Business Enterprise Program
The City of Shafter has established a Disadvantaged Business Enterprise (DBE) Program in response to the Code of Federal Regulations CFR 49, Part 26. The program is necessary to receive federal financial assistance from the U.S. Department of Transportation (DOT) through the California Department of Transportation (Caltrans). This program is subject to revision due to changes in federal law or decisions of the courts.

Proposed DBE Program Revisions
The city has adopted a new DBE Program and calculated Annual Anticipated DBE Participation Levels (AADPLs) for fiscal year 2009-2010 in accordance with the Federal Regulations 49 CFR 26. The revised version of the DBE program along with its proposed AADPLs for Fiscal Year 2009-2010 are available for inspection during normal business hours at the City of Shafter City Hall located at 336 Pacific Avenue, Shafter, California 93263, or by calling 661-746-5017. The deadline for all comments is June 5, 2009 at 5 p.m. The City of Shafter proposes an annual overall DBE goal of 10% (4% race conscious, 6% race neutral) for the Federal Fiscal Year 2009-2010, beginning on October 1, 2009, and ending on September 30, 2010.

U.S. Small Business Administration
In an effort to increase contracting opportunities for California’s small businesses, Caltrans has partnered with the U.S. Small Business Administration (SBA) to help California small businesses bid on construction projects.
