Prison Rape Elimination Act (PREA)
The Shafter Police Department is committed to protecting incarcerated persons in its holding facility from all forms of sexual abuse, including assaults or harassment.
All reports of sexual abuse will be taken seriously and investigated fully, and those committing a crime will be held accountable whenever possible.
Any person having information about sexual abuse of an inmate is encouraged to file a report as indicated below.
All reports will be immediately sent to the Prison Rape Elimination Act (PREA) Coordinator.

El Departamento de Policia de Shafter se compromete a proteger los reclusos en sus instalaciones de detención de todas las formas de abuso sexual, incluyendo agresiones o acoso.

The Shafter Police Department ((SPD) has a Zero-Tolerance policy against any form of sexual abuse or sexual harassment of any incarcerated or detained persons in its custody and is committed to enforcing the standards set forth by the Prison Rape Elimination Act (PREA).
In support of this zero-tolerance policy, the SPD has a PREA Coordinator to oversee that our Temporary Hold facility and personnel are in compliance with the PREA standards and respond to any reports of sexual abuse within the jail facilities.
It is the SPD’s policy to promptly, thoroughly and objectively investigate and document all reports of;
- sexual abuse, or harassment of one incarcerated persons by another incarcerated person,
- sexual misconduct by an employee, contractor, or volunteer,
- harassment of an incarcerated persons or retaliation of an incarceration for reporting or cooperating in an investigation of sexual abuse or harassment.
When appropriate, investigated reports of sexual abuse shall be referred to the District Attorney's office for prosecution.
A person may file a report on behalf of an incarcerated/detained person verbally, in writing, in person privately or anonymously.

What is a Temporary Hold Facility? A Temporary Hold facility means a local detention facility constructed after January 1, 1978, used for the confinement of persons for 24 hours or less pending release, transfer to another facility, or appearance in court.
The Shafter Temporary Hold jail generally transports persons charged with criminal violations much sooner than the 24 hours limit. Questions pertaining to our Temporary Hold Jail policies may be found in the posted SPD Manual located by clicking here: Agency Policy.
