HOUSING ELEMENT UPDATE 2024

THE REVISED DRAFT HOUSING ELEMENT UPDATE WILL BE AVAILABLE FOR SEVEN DAYS FOR REVIEW JAN. 8 - JAN. 15TH, 2024.  

The City of Shafter has prepared revisions to the draft 2023-2031 Housing Element Update (HEU). These revisions are in response to comments received from the State Department of Housing and Community Development (HCD). Comments received requested refinements and additional information related to focused subject matter as shown in the highlighted additions to the document. The revised Housing Element is available for a 7-day public review period (January 8th, 2024, through January 15th, 2024) prior to re-submittal to HCD for final certification with document revisions.

Government Code 65585(b)(1) requires that “…any subsequent draft revision, the local government shall post the draft revision on its internet website and shall email a link to the draft revision to all individuals and organizations that have previously requested notices relating to the local government’s housing element at least seven days before submitting the draft revision to the department.”

The revised draft Housing Element update will be made available for public review and comment between January 8th, 2024, through January 15th, 2024. The revised draft HEU will be available to residents on the City’s website at the following location:

What is the purpose of the Housing Element? ¿Cuál es el propósito del Elemento de Vivienda?

Since 1969, California has required that all local governments (cities and counties) adequately plan to meet the housing needs of everyone in the community. California’s local governments meet this requirement by adopting housing plans as part of their “general plan” (also required by the state). General plans serve as the local government’s "blueprint" for how the city and/or county will grow and develop and include nine elements: land use, transportation, conservation, noise, open space, safety, air quality, environmental justice, and housing. The Housing Element provides policies and associated programs to accommodate growth, produce opportunities for the development of new housing units, preserve existing housing stock and provide housing opportunities for all economic segments of the community.


Desde 1969, California ha requerido que todos los gobiernos locales (ciudades y condados) planifiquen adecuadamente para satisfacer las necesidades de vivienda de cada comunidad. Los gobiernos locales de California cumplen con el requisito del "Plan General" (también requerido por el Estado) al adoptandar el Plan de Vivienda como el "Modelo" del Gobierno local sobre cómo la ciudad y/o el condado crecerán y se desarrollarán el cual incluye nueve elementos: Uso de la tierra, Transporte, Conservación, Ruido, Espacio Abierto, Seguridad, Calidad del Aire, Justicia Ambiental y Vivienda. El Elemento de Vivienda ofrece diplomacia y programas asociados para adaptarse al crecimiento, oportunidades y el desarrollo de nuevas unidades y la preservación de las viviendas existentes y asi poder facilitar oportunidades de vivienda para todos los segmentos económicos de la comunidad.


Why is the City updating its Housing Element? ¿Por qué la Ciudad está actualizando su Elemento de Vivienda?

The City is required by State Housing law to update its Housing Element every eight years. The Housing Element is part of the City’s General Plan. The current certified 5th Cycle Housing Element is for the 2014-2023 planning period. The City is in the process of preparing its 6th Cycle Housing Element for the 2024-2032 planning period.


La Ley Estatal de Vivienda exige a cada Ciudad que actualice su Elemento de Vivienda cada ocho años. El Elemento de Vivienda es parte del Plan General de la Ciudad. El actual Elemento de Vivienda está en su 5º Ciclo de certificación para el período de Planificación del 2014-2023. La Ciudad está en el proceso de preparar su Elemento de Vivienda para el 6to Ciclo para el período de Planificación del 2024-2032.


What is RHNA? ¿Que es RHNA?

Regional Housing Needs Allocation (RHNA) process is used to assign each city and county in California their “fair share” of new housing units to build. These units of housing are intended to accommodate the existing needs and projected growth in the region. The RHNA process is critical because it requires all cities and counties to plan for the housing needs of their residents, regardless of income, to plan for future growth and ease California’s acute housing crisis.


(RHNA) se le reconoce como el proceso de Asignación Regional de Necesidades de Vivienda que se utiliza para asignar a cada ciudad y condado de California su "Porción" para poder contruir nuevas unidades de viviendas. Estas unidades de vivienda están destinadas a satisfacer las necesidades existentes y el crecimiento estimado en la región. El proceso de RHNA es crítico porque requiere que todas las ciudades y condados planifiquen las necesidades de vivienda de sus residentes, independientemente de sus ingresos, para poder planificar el crecimiento futuro y aliviar la aguda crisis de vivienda de California.
