CONSENT CALENDAR: ROLL CALL
All items on the consent calendar are considered to be routine and
non-controversial by City staff and will be approved by one motion if no member
of the Council or public wishes to comment or ask questions. If comment or
discussion is desired by anyone, the item will be removed from the consent
calendar and will be considered in the listed sequence with an opportunity for
any member of the public to address the Council concerning the item before
action is taken.

PUBLIC HEARINGS:
Should anyone challenge any proposed action which is the subject of a Public
Hearing listed on this Agenda or otherwise, that person may be limited to
raising those issues addressed at the Public Hearing, or in written
correspondence delivered to the City Council at or prior to this Public
Hearing.
1. Tentative Tract No. 6777: The project is a proposal to subdivide 40.24
acres into 139 single family residential lots and one sump lot. The proposed
lot sizes range from 8,039 square feet to 11,511 square feet. The project site
is located at the southeast corner of South Shafter Avenue and East Los Angeles
Avenue. The subject property is zoned for R-1 (Residential-Low Density)

2. Tentative Tract No. 6738: The project is a proposal to subdivide 10.23
acres into 36 single family residential lots and one sump lot. The proposed lot
sizes range from 7,740 square feet to 10,217 square feet. The project site is
located at the southwest corner of West Tulare Avenue and the North Reiker
Street alignment. The subject property is zoned for R-1 (Residential-Low

3. Development Agreement for Tentative Tract No. 6467: A Development
Agreement between the City of Shafter and Jeffries Family Limited Partnership.,
which will address development requirements associated with approved Tract
6467. A Negative Declaration was prepared and posted for the project as part of
a previous project. Pursuant to CEQA Section 15162, no additional environmental
review is necessary. (City Manager Guinn)
4. Development Agreement for Tentative Tract No. 6222: A Development
Agreement between the City of Shafter and Lerdo Partners LLC., which will address
development requirements associated with approved Tract 6222. A Negative
Declaration was prepared and posted for the project as part of a previous
project. Pursuant to CEQA Section 15162, no additional environmental review is
necessary. (City Manager Guinn)
5. Development Agreement No. 06-03: A Development Agreement between the City of
Shafter and Suburban Land Reserve Inc., A Utah Company, for development of the
property within the boundaries of the adopted Mission Lakes Specific Plan,
which is located on the north side of 7th Standard Road, west of Calloway
Canal, to eliminate uncertainty in planning and provide for the orderly
development of the property, ensure progressive installation of necessary
improvements, provide for public services appropriate to the development of the
property, and generally serve the purposes for which development agreements
under Sections 65864, et seq. of the Government Code are intended. An Addendum
to the Certified Final Program Environmental Impact Report for the City of
Shafter 2005 General Plan Update and related actions has been prepared for the
project.

6. Zone Change No. 06-36: A revision to the City’s Zoning Ordinance (Title
17), Chapter 4, for land within the Shafter Corporate Limits. Zoning Ordinance
revisions are specifically related to the E (Estate) residential zone district
yard setback requirements. (City Manager)
